Sorry for the disturb. Finally I found the problem. There have to be a active repo named 'mainline'.
When I create the project, the first repository is named "temp-yaavg", same as the project name. After I pushed a branch into it (I think), the "Delete" option disappeared. It appeared after I create a new repo named 'mainline' and start work on it. After I delete the "temp-yaavg" I tried 2 new projects but can't reproduce the problem. I want this information useful.
