For cloning (to your local machine) you don' need one. You have to create one if you want a gitorious account. For Windows there are multiple ways. You can install a cygwin / msys msys like distribution. Also pageant (eg http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html) could be an option. Maybe your git distribution also ships with tools (I'm not a windows user. So I don't know).
