I was able to fix this issue by doing this:
1) Verify the correct permissions on public/stylesheets (your gitorious
user needs write permissiosn to generate the all.css)
2) Shut down the server/poller
3) Delete the all.css file from public/stylesheets
4) Restart everything
I did this twice and then it generated all.css properly. Not sure what
caused it initially.
