Hi folks,

I'm trying to update our local gitorious installation from ~2.0.0 to
2.1.0. I've got everything up running as expected, however when I want
to add a user/group as a commiter to a repository/project, a strange
error occurs:

"Slow down!
Seems like you are just a tad busy, creating all those records that
fast. Too much coffee?
To prevent abuse, we have denied your request due to excessive usage.
Feel free to contact us if you believe you have received this message
in error."

This error is raised by LimitReachedError, which itself seems to be
invoked by MessageForwardingProcessor. In the message_processing.log,
I get an error message like "Could not deliver message to <some_id>".
I assume there's something wrong with the (new) Messaging. We are
using the standard tools (git-poller, memcached, git-ultrasphinx) and
ActiveMessaging, we have not installed ActiveMQ.

Creating new repositories or users works seamlessly.

I'm happy to provide more information to get this problem solved.
