I'm not sure I can help. I think Jetbrains (the IntelliJ people) makes
a version of their IDE called RubyMine. Personally I use Emacs and
zsh, and get by pretty well :)
I second the RubyMine suggestion. I use gVim personally, but I think
what you're looking for given your request is RubyMine.
I used to like it but after a while I found it was too slow to start up
and sometimes the garbage collection freeze also bothered me. So I took
some time to investigate about Vim, and wrote this article after
spending about 3 days learning it:

But I would strongly advice you to start with RubyMine that has a better
level of autocompletion and code inspection. Also, it is much easier to
learn how to use it.
