Did you change the actual hooks in Gitorious' data/hooks directory? You really shouldn't, as Gitorious relies on them for access control etc. If you're running a fairly recent version of Gitorious, you can add your own hooks - have a look in config/gitorious.sample.yml for the settings to enable this.
