Based on input from GKP members, and participants to the GKD list, the GKP secretariat has produced a draft submission to the DOT Force. As most of you know, the DOT Force report is intended to be a blueprint for G8 planning on how to "bridge the digital divide." The DOT Force is a very large and diverse group, and the secretariat has a difficult job putting together their report. The result has been the usual report-by-committee, which remains on a high enough level to offend no one, but of limited practical use. The overall vision is shared by most, but the practical steps to get there are left somewhat vague. The GKP submission is an attempt to introduce some general principles to use in selecting actions. The main themes of the GKP submission will be familiar to the GKD list. When committing to action, the G8 should move in favor of greater inclusion. That is, priority should be given to projects which expand access to infrastructure, knowledge, and political power to disadvantaged populations, including rural, women, youth, and others. Moreover, greater use of local resources is not only a cost effective strategy, but also ensures greater ownership and sustainability of activities. We also push for a more decentralized process of resource allocation among donors. Please take the time to look at the draft and give us your comments and suggestions. Particularly useful would be examples that illustrate the points in the document. It is intended to encourage greater communication among GKP members, but is open to all to read. These pages will soon be moved to the globalknowledge.org site.
