Hello,

Having looked at draft 2 I feel I must just make one comment: without
denigrating the work of the many people involved, what does it really
contain that wasn't covered by the GKP Action Plan of Kuala Lumpur last
year, or the UN Millennium Report on similar issues, to name but two of
so many documents and discussions? Was it worth delaying any action by
the G-8 in this area for one more year, just to have its own document?

The announcement at last year's G-8 that large millions would be made
available for ICTs was widely interpreted at the time as part of an
excuse for not facing up to the debt question, but we end up with
neither one solution nor the other. Yet if there is one thing that all
the various discussion lists shows it is that people in poor countries
know what needs doing, and in many instances are trying to do it with
inadequate resources. The more time spent in drafting committees, the
greater the divide will become.

So my plea is that the priority is to find out what real new money is
going to be available and do some implementation, this year rather than
next.
