Dear all,
Kindly be informed that National Information Technology Council (NITC)
Secretariat is once again hosting INFOSOC (a word coined from INFOrmation
SOCiety) annual event from 14th June to 15th June, 2001 at Equatorial Hotel,
P.Penang, Malaysia. The conference theme is "K-Measures: Towards Knowledge
Society". To address both qualitative and quantitative measures, the
conference sessions are designed to address the following areas:-
K-Measures Imperatives
Economic Dimension Towards Economic Competitiveness
Bridging Digital Divide
Responsive, Efficient and Effective Public Services
Emerging Statistical Demands
All speakers except for one person from Finland Statistics are locals.
However, to facilitate the participation of both Malaysian population and
global citizens who have interest in the above are given an opportunity to
participate in e-forum or Internet forum discussion, which carries a paper
titled "K-Measures : Towards A Knowledge Society".
The paper and the interactive forum format is available at the following

The forum will be moderated by a pool of academicians under the headship of
Dr. Yuserrie from the School of Management, University Sains Malaysia (USM),
Penang and and Dr. Zurinah, Deputy Dean of School of Information Technology,
University Utara Malaysia (UUM), Kedah. The forum also will be monitored by
NITC Secretariat. The rules and regulations as well as mode of to
participation is available at the website.
In brief the paper briefly, highlights the information phenomena, basic
working definitions, essence of National Information Technology Agenda
(NITA) of Malaysia, inadequacies of present statistical systems and
secondary statistics pertaining to focus areas. The forum highlights the
following questions:-
PART A: Questions
i) What does one understand about Information Age phenomena?
* What are the key features of information era?
* What are the imperatives of present
information age that operated in the creation, manipulation and distribution
of data, information and knowledge in comparison to the preceding industrial
and agricultural eras?
* What are the implications and
effects of information age phenomena on individuals, families, groups,
organizations (public, private and not-for profit) and societies?
* How are the information age
imperatives providing impetus to the creation of Information Society (IS)
and Knowledge Society (KS)?
ii) What are the basic working definitions of information age development?
iii) What are the policies and programmes as well as implementation
strategy required in addressing the formation of information and knowledge
societies? Are the existing projects and programmes are adequate and
effective to realize the vision? If not, what are new the policy options
and initiatives as well as strategies are needed?
iv) What are the needs, demands and challenges of K-Measures
in addressing
* Societal: Bridging the digital divide
* Economy: Productivity and competitiveness
* Public Sector: Responsive, efficient and effective
public services
PART B: Questions
v) Do the present statistical systems provide
sufficient data on information age developments? If not, what are the
inadequacies and data gaps? If yes, what are the information and data?
vi) What are the measurable aspects of Information
Communication Technology (ICT), IS and KS? What are the appropriate
variables and indicators for the information and knowledge development?
vii) What are the emerging statistical use-demands in the
information age? How to we address the new demands? What are the current
challenges faced by the statistical communities?
