Dear GKD Members, The Nakaseke Telcenter has become well known courtesy of the Internet and some pro-active promotion. Is is my understanding that it is a "public sector" activity ..... or a UNESCO project ...... but not yet a "private business" Government and big corporations and big organizations often choose to take the risk of not insuring simply because it costs much less not to insure than it costs to replace the "small" losses whenever they occur. It is called self-insurance. It would seem reasonable that the "owners" of the Nakaseke Telecenter, whoever they may be ....... who chose to self insure should now replace the lost assets. I do not know whether it is UNESCO or it is Government who are the "owners" ...... but they should pay for replacement as if they were an insurance company and should do it quickly with a minimum of "red-tape" I hope the Nakaseke Telecenter management team is going to be able to make progress on rebuilding Peter Burgess ______________ T.
