Digital divide is an interesting phenomenon taking place among developed and developing countries, where this gap is widening day by day. For example in case of countries like India, Pakistan and China there has not been any significant technological progress whereas in case of the USA there is significant development even though it was already far ahead in the race. In the US, Internet has witnessed a phenomenal increase in the recent past. Further, the proportionate rate of change for different indicators of the information revolution are different for different countries. Its true for India as well. India's performance up the various steps of the information ladder is below average. The benefits of information technology have not yet filtered down to the lower strata of Indian society because of poverty, lack of education, and under-developments in other infrastructure sectors. However, a country's position in the information society will be determined by the extent to which it utilizes and capitalises on its knowledge-based information workers. India has the second largest Science & Technology manpower pool and is on the top in terms of a computer-literate population.
