The Catalysing Access to ICT in Africa (CATIA) programme aims to enable
poor people in Africa to gain maximum benefit from the opportunities
offered by Information and Communication Technology (ICT) and to act as
a strong catalyst for reform. It will support a package of strategic
activities to improve affordable access to the full range of ICTs, from
Internet to community radio. This programme is focussed on addressing on
the need for ICTs to address social and economic development issues. It
will be working to help build capacity across Africa to achieve
sustainable change. CATIA is a three year programme of the Department
for International Development (DFID) in close collaboration with other
donors and players. More information about CATIA and it's components can

CATIA component 1f is inviting tenders to establish and develop two
Centres of Expertise in ICT Policy in Africa:

- One Centre located in and working  on behalf of stakeholders in East
and Southern Africa;
- One Centre located in and working on behalf of West and Central Africa

The Centres will play a leading role in developing the capacity of
African stakeholders to contribute effectively to international
decision-making on information and communications technology, products
and services (ICTs) and on the role of ICTs in development; and in
building multi-stakeholder national policymaking in African countries.

Final proposals are due October 30, 2003 but draft proposals are due
October 15, 2003 containing enough detail for the selection of an
initial shortlist of candidates at that time.
