I am leading an EU study on the creation of a national strategy for eLearning in Botswana and was wondering if you know of a country/state/province that started their national/state's/province's roll-out of eLearning/ODL by setting up a central centre/institute as a driver to ensure the sustainability, growth and support of other organisations in eLearning/ODL? I will very much appreciate if you have any info on this matter. Thank you!
