CALL FOR PROPOSALS: <PLEASE CIRCULATE> The Third Research on Knowledge Systems (RoKS) Competition (2003-2004)
Theme: "Understanding the Social and Public Policy Dimensions of Transformative Technologies in the South" The Research on Knowledge Systems (RoKS) initiative of the International Development Research Centre (IDRC) in partnership with the Rockefeller Foundation <www.rockfound.org> is launching a competition to support research on the social equity and public policy challenges of transformative technologies faced by developing countries. The focus is on how social equity and the human condition is being affected by emerging technologies, as well as on what mechanisms and learning processes are in place or have been developed to assist governments and public stakeholder groups engaged in the decision-making processes associated with these new technologies. We recognize that new knowledge is not neutral and is embedded in specific social contexts; it can offer opportunity, but can also constrain human activity. The competition is open to researchers and institutions based in the developing world. The grants will have a maximum value of CAD$80,000. For joint proposals where researchers are located in two or more countries a maximum of CAD$160,000 will be awarded. Because of the abundance of analysis of ICT impacts, we will give a premium consideration to proposals addressing new technologies in areas other than ICTs for development. We are interested in helping to understand and provide cases of good practice in this area; and in catalysing the debates over transformative technologies and the role of the various stakeholders in the South. These are just some questions being tabled to target a new competition for researchers to provide analysis and policy recommendations to their respective governments and to other decision-making bodies. The deadline for concept note submission is March 26, 2004. Submissions received after that date, or which are incomplete, will not be eligible for consideration. Concept notes that are qualified through a peer review process will be asked to submit full proposals for June 18, 2004. La recherche vise avant tout a determiner l'effet des technologies emergentes sur l'equite sociale et la condition humaine, ainsi que les mecanismes et les processus d'apprentissage mis en place ou mis au point pour aider les gouvernements et les groupes d'interet publics a participer aux processus decisionnels associes a ces nouvelles technologies. Ce concours est ouvert aux chercheurs et aux institutions du monde en developpement. Chaque bourse a une valeur maximale de 80000CAD. Dans le cas des propositions conjointes dont les chercheurs se trouvent dans deux pays ou plus, on accordera jusqu'a 160000CAD. A cause de l'abondance des analyses portant sur les repercussions des Technologies de l'Information et de la Communication (TIC), nous privilegierions les propositions portant sur les technologies nouvelles dans des domaines autres que celui des TIC au service du developpement. Il faut presenter la note conceptuelle au plus tard le 26 mars 2004. Les demandes recues apres cette date ou incompletes ne seront pas etudiees. On demandera aux auteurs des notes conceptuelles, qualifiees a la suite d'un mecanisme d'examen critique par les pairs, de presenter des propositions detaillees au plus tard le 18juin2004. Il n'y aura pas de renseignements disponibles sur l'etat de votre demande: on en confirmera seulement la reception. Nous souhaitons aider a comprendre les pratiques exemplaires dans ce domaine et en presenter des cas, ainsi que catalyser les debats sur les technologies transformatrices et le role des divers intervenants dans le Sud.
