USING ICTs TO BUILD GOVERNMENT TRANSPARENCY AND FIGHT CORRUPTION

A set of new online guidance materials has been developed for those with
an interest in these e-government applications in developing and
transitional countries.  The material is located at:

The material is divided into five main sections:

a) Why e-transparency: explains the costs, benefits and role of ICTs in
supporting public transparency; explains what really drives these
projects forward; and examines issues that specifically affect poor
communities.

b) Understanding e-transparency: explains the different types of project
that exist; gives access to more than 40 cases studies; and explains why
e-transparency projects succeed or fail.

c) Practical techniques: explains how to improve the success rates of
e-transparency projects.

d) Online resources: links to other relevant guidance and documentation.

e) Training guide: enables the material to be used to design a training
workshop or course.

The "eGovernment for Development Information Exchange" project is
coordinated by the University of Manchester's Institute for Development
Policy and Management.  The project was initially funded and managed by
the Commonwealth Telecommunications Organisation as part of the UK
Department for International Development's "Building Digital
Opportunities" programme.
