GroupServer is a new open source tool that combines smart e-mail lists and simple web forums. It's open source release was supported in part by the UK Local E-democracy National Project of the Office of the Deputy Prime Minister. E-Democracy.Org is a lead user of this New Zealand-based tool. We are using it for local forums where e-mail access is essential to reach "average citizens" not just those with "always-on" connections.
