I like Janice Brodman's itemization of the approach to assessing ICT needs of LGs (listed below for ease of reference). It's a great framework -- very systematic. I guess this can be applied to all other sub-sectors of development. > * Clarify the organization's mission and goals > * Assess the current information system and information flows > * Conduct a CSF process and determine the critical information needs > * Understand the gaps between the information needs and the IT > resources > * Identify the trade-offs among options > * Stakeholders assess and select the final option I believe that the framework calls for a more participatory process than just getting in the organisation to administer tools. In addition, I see a place for survey tools within the framework -- its always how one uses the tools, more than the tools themselves -- as the problem.
