Download the package for GtkAda for win32. It includes a pre-compiled glade binary and Ada bindings to Gtk. Of course
there is no reason that you have to use the Ada bindings (but you should :)
 
Be aware that glade, GIMP and your own win32 Gtk programs are not yet solid enough for a production environment. (It has gotten
better over the last few months but gtk based apps still curl up and die at times)

Has someone succeeded in compiling with glade win32 ? I can't do it... then if someone has ideas about it, it will be very welcomed... My problem is making a proper makefile and I can't compile autoconf and automake to generate a proper configure file...
