If you don't bind using someone elses binary go to http://gtkada.eu.org/   Download the package for GtkAda for win32. It includes a pre-compiled glade binary and Ada bindings to Gtk. Of course there is no reason that you have to use the Ada bindings (but you should :)   Be aware that glade, GIMP and your own win32 Gtk programs are not yet solid enough for a production environment.
