have a look at

  http://www.dcs.gla.ac.uk/~sof/ghc-win32.html

it contains info on how to set up a ghc-3.03 binary distribution under
cygwin32 b19. With it, you should be able to compile up ghc-4.00
(although, you'll need to compile&install happy first.)

In due course, a ghc-4.ox binary dist for cygwin32 should appear.
