IMHO, you shouldn't use ntemacs to work under cygwin32 environment. You can use, for 
example, rxvt as console tool. It is better do not mix cygwin32-tools and 
Windows-tools if you don't sure about the result. Try to install ghc under bush-shell 
only. If this fails, you need to run "cygcheck -v -s -r" and then ask about the 
problem with attached output.
