That puzzled me too.  It's egg-on-face time.  (But whose face? :-)
After unbundling the binary package, I cd'd to the fptools directory,
just like the installation instructions on the web say.

But, oops, the tar file *actually* unpacked into a directory called
ghc-4.08.2, which I didn't notice.

The fptools directory in which I was doing a 'make install' was
a relic from some other build some other time.

Can I change my plea to 'documentation bug', your honour?
