This is a known (but obviously still unfixed) bug in Gentoo's library
dependencies, see e.g.

Swapping the order would break linking on every "correct" platform, so
you can either fix your Gentoo or patch OpenGL's package configuration.
Keeping the illusion that everything is OK on Gentoo via ugly autoconf
hacks is something I don't intend to do because it hurts quality in the
long run...
