It appears that this function is available in SHELL32.DLL in Windows 2000 and XP, but not in Windows95/98/98SE. It is also available in ShFolder.dll available from http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=6AE02498-07E9-48F1-A5D6-DBFA18D37E0F but installing that doesn't help much, as GHC would need to be relinked.
