It would convenient for some users to have GHC for Windows available as a ZIP file (i.e. not just as an MSI file). The Windows Installer is disabled on many systems, such as in University computer labs and corporate workstations. I discovered this when my laptop died and I tried to download and run GHC on a computer in my university's lab. AFAICT, there is no simple way to extract the files out of an MSI file.
BTW, the preference of ZIP over other formats (e.g. tar.gz) is that ZIP files are extractable on Windows XP without any third-party programs like WinZip.
