As -cpp is a dynamic flag (and thus can be turned on in OPTIONS_GHC
pragmas) I think the 6.6 behaviour makes more sense.
Also, I don't think we'd want to change the behaviour like this for 6.6.1,
so compatibility with 6.4.2 wouldn't happen until 6.8 anyway, at which
point it would be inconsistent with the 6.6 series!
