#1269: No haddocks for haskell98:System

The entities in System have no documentation online, even though they are
re-exports of documented entities in base:System.*. I am pretty sure this
is the same issue as was afflicting stm, but cannot find the ticket
number, so I'm opening a new one instead of modifying the old.
