#1339: README.txt is a Unix file format

The binary distributions ship both README and README.txt - with README.txt
 clearly being intended as a help for Windows users. As a result, it would
 make much more sense for README.txt to have Windows line endings as
 opposed to the UNIX line endings (which it currently has)

 The default .txt viewier on Windows is notepad, which doesn't like UNIX
 line endings, and puts the entire file on one line, without word wrap, and
 with silly characters around the place.
