 Yes! Cabal has trouble with this. We've got some tricky code to make
 clever guesses to find the right ghc-pkg on the basis of the location of
 ghc. (It then checks that it is indeed the same version). If we could just
 ask ghc where ghc-pkg is, that'd be rather nicer.
