 I found this bug while researching
 [wiki:Commentary/Compiler/RecompilationAvoidance].  In some cases the
 compiler will not recompile when it should.  This is a long-standing,
 albeit serious, bug.

 Since the reproduction steps are quite intricate, I'll create a test case
 and then point to it from this ticket.
