#1987: GHCi's config file in <AppData>\ghci folder on Windows

Currently GHCi's config file must be put in the {{{<UserProfile>}}} folder
on Windows. Attached patch changes this to the {{{<AppData>}}}\ghci folder
and reads the configuration file as {{{ghci.cfg}}} instead of {{{.ghci}}}.
