#2215: :disable command to disable breakpoints

 Okay, I've finally gotten around to trying the debugger, and I noticed
 that there don't seem to be any commands to disable or reenable
 breakpoints. These would be really nice, and probably not too difficult.
 The names should be {{{:disable}}}and {{{:enable}}}. (That's what I
 expected them to be.)

 Man, I wish there was a severity between "normal" and "major"...
