 I'm not sure; that wikipedia page lists `2008-08-16 07:51Z` as `Example
 separate date and time in UTC`. Can you propose this with the library
 submission procedure
 (http://www.haskell.org/haskellwiki/Library_submissions)
 so that people more knowledgeable than I can have a say?
