This is probably not a bug, per-se, but out of 161 packages of mostly core
software packages and libraries built in a certain environment, only ghc
errors because $HOME is not set:
../utils/ghc-pkg/ghc-pkg-inplace update - --force-files
<package.conf.inplace
ghc-pkg.bin: HOME: getEnv: does not exist (no environment variable)
