Comment:

 It really is a duplicate of #2585 (and I agree it's a blocker).

 I thought I'd worked around the problem for the beta by re-installing an
 older version of MinGW, but apparently I still had the new windres, I'm
 not sure why.  However, I've now installed the newer windres (2.18.50)
 which does indeed seem to work fine (tested with `-pgmwindres`), so future
 beta installers should be ok.
