 I've installed the newer version of windres (2.18.50) on the machine that
 builds the Windows installers, and checked that it does indeed fix the
 problem.

 So now we could either (a) try to find out why the 2.17.50 version doesn't
 work and find a workaround, or (b) document which versions of MinGW are
 incompatible with GHC, and make the configure script look for broken
 versions of windres.  Obviously (a) would be a better result, but it's not
 essential.
