#2749: No mention of -shared regression in relase docs

The -shared flag used to do something useful on Windows, now it just fails
and says it's not implemented.
This is bad, but even worse, the release documentation does not mention
this, nor what one should do to manually recover the functionality that
was removed from ghc.
