Comment:
After discussion with Duncan, we decided to
* implement `ghc-pkg pkgroot <package>`, which returns the value of
`${pkgroot}`
for the given package
* for `ghc-pkg dump`, we prefix each batch of packages with the `pkgroot`
value
(choosing some suitable syntax)
