hasktags is no longer part of the GHC distribution. It now has its own
darcs repo here:
http://darcs.haskell.org/hasktags/
As far as I know it doesn't have a maintainer. Perhaps you would be
interested in taking it over? You could make a project for it on
http://community.haskell.org/.
