 It took me a while to parse, but I understand Isaac to be saying:

  * Isaac supports the proposal described above under "But the proposal
 is..."

 Isaac's argument is: we should encourage people to avoid code whose
 behaviour would change with `ScopedTypeVariables`.  I agree.  Anyone else?
