#3770: getting docs out of windows distro

Would you be so kind as to split the _windows_ distribution into binary,
mingw, and doc packages? The doc distribution is bloated intolerably.
You see, if one wants to upgrade the binary, one also has to reinstall 370
MiB of tiny html stuff that could be found online, for example...
