Simon Marlow was simply confused. The fix for #3808 has now been
reverted, #4046 is about to be implemented, and then #3808 will be fixed
properly in 6.14.1.
The bytestring maintainers could add an `hGetSome` operation to
Data.ByteString if they wish (although they might want to rethink the
name).
