#4140: dynHelloWorld(dyn) fails in an unreg build

In an unregisterised build, `dynHelloWorld(dyn)` is failing: there is
nothing on stdout when output is redirected to a file.
It looks like `GHC.TopHandler.cleanUp` is flushing the wrong `stdout`.
