#4275: add tests for and fix "-dynload wrapper", or remove it

`rts/dyn-wrapper.c` isn't being installed, so presumably `-dynload
wrapper` doesn't work. We should either fix it and add tests for it, or
remove it.
If fixing it, see also the `GetShortPathName` problems in #4266 in
`includes/shell-tools.c`.
