#4522: .ghc folder not created by default

This may have been fixed in later versions -- but using the generic 6.12.3
binary (still recommended for use with the platform) I didn't have a
command line history across sessions.
I created a ~/.ghc folder by hand, and then the ghci_history file was
created there and everything worked fine.
