#4817: Missing new flags description in the user guide

In section 4.8. Warnings and sanity-checking of the user guide, there are
not description of the new flags -fwarn-missing-local-sigs
and -fwarn-missing-import-lists. In addition, these warnings are not
enabled by -Wall, so this should also be documented.
