Some more poking around reveals that there is a class of relocations that
aren't being done. These are the relocations in the `__text` section to
data in the `__const` section of the `__TEXT` segment. I'm going to add
some more debugging statements to show the result of each relocation, or
if the relocation was skipped.
This is finally getting close to being fixed.
