#4975: Windows binary's documentation directory hierarchy is broken

GHC 7.0.2 RC 2 (ghc-7.0.1.20110219) doen't have Cabal, haddock and
users_guide directories in doc/html. Their directories' documents are in
doc/html directly, and some documents are overwritten by same name file.
GHC HEAD (ghc-7.1.20110221) also has this problem.
GHC 7.0.2 RC 1 (ghc-7.0.1.20101215) didn't have this problem. GHC 7.0.2 RC
1's documentation directory hierarchy was correct.
