#5146: Skip all tests involving GHCi if GHCi is absent

 Quite a few tests in the GHC testsuite fail if GHCi is not present.
 Debian's ports of GHC to e.g. ARM do not include GHCi and hence trigger
 spurious test failures.

 It would be good if all tests that depend on GHCi (including e.g. template
 Haskell) were made to depend on it being present.
