I been experiencing this exact same problem. I simple could not use
''yesod devel'' and had to keep compiling instead.
Turned out I hadn't added the new module I created for my handler to the
''other-modules'' section of the ''.cabal'' file.
Once I did this, ''yesod devel'' worked fine. Give it a try.
