I have installed GHC-7.0.4 from
http://www.haskell.org/ghc/dist/7.0.4/ghc-7.0.4-i386-unknown-linux.tar.bz2
and the following file has no read permission for users:
/usr/local/lib/ghc-7.0.4/package.conf.d/package.cache
